hello,

You can apply home state quota only when you apply for NIT trichy. for rest of the NIT campus, you will go under open category.

here is the OBC-Home state cutoff for different branch :-

  1. chemical engineering :- 7578 for male and 920 for female
  2. civil engineering : 10931

Unfortunately even after considering your Home sate quota you cannot get CSE branch. According to the category rank you have mentioned in the question you cannot get any of the NITs or good GFTIs with CSE as per previous year's cut-offs but I would suggest you to sit

National Testing Agency (NTA) has announced the JEE Main rank list and JEE Advanced cutoff. The cutoff percentile for an OBC category candidate is 72.88 percentile. Therefore, getting above 80 percentile is enough to be qualified for JEE Advanced.
