As you are domicile of Odisha, and have a valid JEE Mains score. You can allot in direct counselling session of OJEE.
As OJEE is a seperate exam you can appear for that only for experience, but according to me it will not required if you have a good JEE Main marks.
On the day of counselling you should take these documents along with you,
--> Admit card and Marksheet of JEE Mains
--> Marksheets and Certificates of 12th and 10th, and admit card also.
--> Domicile Certificate
--> Any government issued ID which includes your name and birth date with your photo
--> Some passport sized recent photos.

And the expected NEET-PG closing rank for MD Psychiatry is 64,000 for general category. So you have high chances for getting a seat.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

On analysing the previous year cut offs, 538 are not enough for a govt. medical college through AIQ, while speaking for state quota of Odisha chances are low there too, keeping in mind you are a student of gen/obc category. there are pretty high chances of a govt. mbbs seat if you belong to ST/SC category.
