You didn't mention in which branch you want to take admission.
Taking your JEE mains in consideration you must be a B.TECH aspirant.
So you are eligible for counselling in OJEE but you should have a valid JEE Main score. However, if seats are left vacant after admitting the candidates on the basis of JEE Main scores then the board conducts a separate entrance exam known as special OJEE. Candidates have not been able to appear in the JEE (Main) examination due to any reason will be able to apply for admission. A separate merit list will be released by the authorities for JEE Main qualified candidates and OJEE special qualified candidates.

Your question is not clear to me...but if i am catching you right , you are asking for government colleges of your state
Also you have not mentioned your category , therefore I am answering your question considering you a general category candidate .
I am really very sorry to say but with this percentile chances of your admission in any of the state government colleges is quite very less. So I would rather suggest you to go for some private college . Also I would suggest you to work hard and try to boost your percentile in the upcoming mains.

Yeah! OJEE offers admission to BTech course as well as Architecture course to the state government colleges and Private college present in the state of Odisha.
Eligibility for BTech through OJEE are:
Candidates must have Physics and Mathematics as compulsory subjects and any one subject from subjects from Chemistry / Biology / Biotechnology / Technical Vocational Subject / Electronics / Computer Science / Information Technology / Geology / Statistics in their class 12.
Passed 10+2 with atleast 45 % marks.

JEE Main Cut off for NITs will be available for JoSAA Counselling Round 1 – 6 in the form of opening and closing ranks. Candidates who aspire to get admission into top NITs like NIT Trichy, NIT Rourkela, and NIT Warangal need to have the minimum score in JEE Main to grab a seat in one of these institutes.
JEE Main Eligibility for NITs has been relaxed for the academic session 2021-22. 75% minimum eligibility requirement in class XII for admission into NITs has been scrapped for this year as well. Candidates who clear JEE Main 2021 will only need their 12th passing certificate for admissions, irrespective of the score obtained by them.

There is no special exam conducted by Odisha. OJEE is counselling which is done on the basis of JEE. The Odisha joint entrance examination board will organise the admission process for B.Tech courses in June. The OJEE 2021 admission process is carried out on the basis of JEE Main score. Registration for OJEE 2021 admission will be available in online mode. Candidates seeking admission in B.Tech courses in Odisha need to register for OJEE 2021 counselling. The admission committee admits students through a counselling on the basis of their score in JEE Main.
