There is only one government college in Delhi and no government college in Haryana offering Distance MBA course.

Only Indira Gandhi National Open University, New Delhi offers this course.

To take admission in this course in this college you are required to get a good score OPENMAT Entrance

see the eligibility criteria for afcat exam for graduate students is candidates must pass Graduation course  with a minimum of three years degree course in any discipline from a recognized University with a minimum of 60% marks or equivalent. since your graduation marks that is b.com (//b.com) course aggregate

As Panjab University doesn't offer MBA in HR or Finance sectoral program, cracking PU-MET will not let you get admission in the specialization of your choice.
Even if you meet the eligibility conditions and crack this exam, you will only be able to pursue MBA in the specializations
