Foreign nationals have to fulfil the below-mentioned NEET PG 2022 eligibility criteria if they wish to appear for the entrance examination
Since the year 2019, it is no more mandatory for Foreign Nationals to be registered with MCI while writing NEET PG 2022
The MCI is authorised to provide temporary registration to candidates. This is in cases where they pay the registration fee. Candidates must note that as per the eligibility criteria of NEET PG, the validity of this registration will be provided only for the PostGraduate course duration. Also, this registration will be limited to the medical college/institution in which the candidate has taken admission exclusively for the pursuance of postgraduate studies
Foreign Nationals have to be mandatorily registered with the competent registering authority of their country in order to get temporary registration

Not all colleges in India provides distance education in Phd In Orthopaedics.However internationally there are few good colleges that offers distance mode of learning.The name of the colleges are Dundee University,UK,LOndon University,University of Canada,SRM Kattankulathur Dental College and Hospital(India),University of Edinburgh.

Well before you proceed to any fellowship or to practice medicine, you need to get your degree recognised by MCI and if that is not done then practicing medicine would be difficult. If permitted seats are only permitted and not yet recognised then the degree and seats need to be recognized before you proceed further for anything else.
Yes with a state rank 262 you can get a government seat for Orthopaedics or ENT or general surgery if not in the first round but definitely in the second or third round of counselling.

Manipal academy of higher education admits candidates under General or Foreign / NRI category, on fulfilling the eligibility requirements. the eligibility criteria for admission is Pass in MBBS degree from an Institution / University recognized by Medical Council of India (MCI),must have completed Internship should be on or before 31.03.2020,
Candidates holding foreign degree must be registered practitioners in the Country from where they have obtained their degree and MUST obtain a temporary registration certificate from Medical Council of India (MCI).
candidate of any of the category must appear in neet pg exam,
however there is no mention of any residential certificates,
