Vishnu you haven't mentioned your Category. This is important because the cut offs are different across Categories. Neverthless, this answer is being written assumed that you belong to General Category. Going by previous years cut offs and your rank, you have decent chances at MS Orthopaedics. And this is the

How will a student judge a college...that which college is good or not good in the cutoff list of B.COM DU admission ??

Hey Kapil,

You can judge a college whether it's good first by looking whether it's in North Campus or South campus. North Campus colleges are seen as the best with highest cutoff and standard of faculty, etc. In South campus you can judge by looking at the highest cutoff colleges.
