No you have no chance to get the seat in all india quota counselling due to such low marks. All india counselling is conducted for the admissions in govt. medical and dental colleges in entire India and the marks requires are high as 550 or above generally. So you go

Well unless you mention the name of the entrance examination you have appeared for, I won't be able to help you properly regarding your query. Since there are many entrance examinations, it is hard to guess which one are you actually talking about.

Registration fee paid for afmc is non refundable under normal circumstances. So I don't think you'd be getting a refund if you fail to land a seat in the counselling. If any of your queries remain unanswered or you have any more queries then feel free to ask. 

The rank which you mentioned might not help you to get a seat in JNTU because competition is high but you can find a better college on career 360 college predictor.

But you won't get any good College so it doesn't matter but that is really okay you may try

Based on your score, you have decent chances to get into good NIT's and IIT's. Also you can check your chances through GATE college Predictor available online. It shall help you in detail. So as per the previous year cutoff you are going to get one of the good College
