If by Deccan College, you are referring to Deccan College of Medical Sciences, Hyderabad or Deccan College of Engineering and Technology, then even that college doesn't offer a degree

OU is the best platform for you to do your vacational. A part from your answer. i want to suggest my point of view and is the scope is very low compare to non vocational. but if you decided. then go head and do hard work.
