The seats are based on IPE marks only. Since you have a very good score, you have high chances of getting in OU. You can apply it in dost and go for dost for allotment. It is very difficult to predict the actual cutoff of different colleges as it changes every year based on different factors like how many candidates appeared, how tough the paper was along with how many seats are available in different universities and performance of candidates appeared.  But based on your rank in TS EAMCET and cutoff of osmania University Hyderabad you can get a seat in biomedical engineering as for ECE and Civil the closing rank for st female candidates is 7917 and 11160 respectively of year 2019. With you rank getting ECE or civil is difficult but you can get biomedical engineering and its closing rank is 23849
