for ICT college there is not cutoff provided for CSE or ICT. there are cutoff available for other courses which are product basd like fiber,chemical and oils.

for PDPU the JEE Main cutoff is 78-455 for general category. and for ICT:- 189-667.

The minimum marks required for a student to pursue the PDPU is more than 50%, as you got less than that you may not be able to get into the PDPU colleges even though you're got the 3000 rank.
