There is no as such cutoff for the examination, marks of 12th and entrance test are together taken into consideration, however a minimum of 85% in 12th and atleast 65 marks (out of 100) can get you a chance of getting a seat in 2nd or 3rd councelling

There is slight change in information of BALLB seats available at various centers. According to the information given in Brochure-cum-Prospectus there are total 360 seats for BA/BCom LLB:

"B.A.LL.B (Hons.) 5 years Integrated Course Candidates should have passed 10+2 examination with at least 50% marks (45% marks in case of SC/ST) from any recognized Board/University (However, the candidates qualifying 10+2 through Open Universities system

No, Mickey Panjab University does not accept students for BA LLB for the students who have completed 10+2 from open universities.

As such aspirants are not eligible for admission in law courses as per rule 5(b) of Bar Council of India.
