yes you can do but you need a reason to do that. It is mostly possible in case of transfer of parents and other serious issue. You can do it but it is not advisable in the middle of study after completion of one class you can do it.
Punjab University have some several dates in 2020 for releasing admission forms.
Those are as follows:-
1) For UG, First week of April 2020
2) For PG, Fourth week of April 2020
