Cutoff for gen should be around 15/100 and for SC/ST/OBC 11.25 so you are safe that way. However merit list is prepared based on both entrance exam marks and class 12 boards percent etc.

Yes   you can migrate from one college to PU to other if you satisfy the given conditions :

• You should not be in fifth semester or postgraduate level.
• You should have great marks.
• You should have a valid reason for shifting.

And yes , fee can be shifted
