Yes you can upload the passing certificate, and even the passing certificate is required for class 10th not the marksheet so you can definitely upload the passing certificate in NEET UG Application form during the NEET Correction window which is live till May 27th, 2022 upto 9 PM.
You need class 12th marksheet for NDA selection but even if you are going to appear for class 12th examination as well as for NDA exam in same year then you can appear for NDA if your result is awaited but there is a stage of document verification
