According to web data and results based on student reviews , NIRF Rankings and Placements stats is  quite better in Delhi Technological University compared to Maharaja Agrasen Institute . Let know some details about colleges .

Delhi Technological University

It is a Public/Government Institute and have UGC Approval , Courses offered here is Btech , MBA ,mtech e.t.c. It have good NIRF Rankings , Good facilities available and 252 students rated 4.4/5 for this Institute .

Maharaja Agrasen Institute

It is a Private college and affiliated to university , Courses offered here is btech and MBA , Good facilities but only Boys have hostel and 282 Students rated 3.7/5 for this Institute .

Firstly, I would like to mention that personality development is a character trait and no course would include this in its curriculum.

Nevertheless, some courses can offer you the chance to develop yourself.

Note: This answer is solely my personal opinion.

Bachelor of Business Administration (BBA) according to me would offer you a good chance for personality development. This also entirely depends on the college you choose. If you can get into IIM (for integrated course), you will be graduated as a groomed person. This is because of the level of social interaction and requirements for the course.

One other option is to join National Defense Academy (NDA). The selection process itself requires you to be good personality. The training will infuse in you what they call the "Officer Like Qualities". But choosing this course is way beyond mere interest in personality development. Hope you know what I mean.
