----- Candidates need to fill the details of colleges as per their choice. After which the seat allotment is done on the basis of Merit.
----- If the candidate's marks and AIR made it to the cut off for the first college of his choice then he will be allotted the seat or else rest choices will be considered .

In the Swami Vivekananda scholarship there is no mention that if you have a gap year you could not apply for the scholarship program.
So, you can apply for the scholarship without any hesitation.
Criteria for the scholarship
1. You must get 60% or more in 12th board exam.
2.Your family income should be 2,50,000 or below.
If you get selected you will get 1000 rupees per month.
To apply for the scholarship-

2. Submit all required documents ( last examination passing MarkSheet, income certificate, identity card )
3. Submit bank account details.
4. Pay fees.

As far as this marks is concerned which is 110 so let me tell you that I would be giving predictions as per my knowledge so it could vary a bit so your percentile would be around 94 percentile.
But keep in mind it depends on certain factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

Jee main is one of the competitive entrance exam for admission in IIT, NIT, IIIT and other GFTIs. At 100 marks which is nearly equal to 87percentile , you will not be able to get any top NIT or top IIIT. However you can get biotechnology in low NITs at this branch . Also , there are chances that you can get mechanical . It all depends on cutoff. In case of top IIIT, you can easily get biotechnology , but not more than that.

If you are not receiving a reasonable department in IITS or NITS, you should go for RGIPT.
These departments are there
Consider petroleum engrg. as a decent department.
Infrastructure and management are more satisfactory than most of the IITs.
Placement-
PSU firms immediately give positions to the students from the college.
You get an education from an exclusive university which is an institute of national importance and comparable with the IITs.

See if you had passed 10+2 with PCB or PCMB background in 2008 then there is no need to appear for it again because you can use the same result for NEET UG 2022 or 2023 as there is no limit on number of attempts.
But incase you had not done so, then you can appear for PCB again from any recognized open board and also make sure that English subject should be there in your curriculum and you have to pass PCB with minimum aggregate of 50% if you belongs to UR/General category.
For you reference NEET eligibility criteria is mentioned below :-
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2022 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.

Yes there is chance for you to get admission in the spot admission round. You cann apply for it only if you fill the eligibility criteria. But there are only a few seats for it, so if there are more students who are more eligible than you then it might be a problem. However there is still a chance and you must go for it.
