your percentage of class XII makes you more than eligible for a good pharmacy college though for government colleges there is a separate entrance test and for private colleges too they have their independent entrances. The eligibility criteria itself includes that you need to give an Entrance exam. So without giving this exam it is difficult for you to get Govt. Pharmacy college. But you can try for management quota if there is any.

Yes, you can pursue D.Pharma with scholarship. There are many colleges that provides scholarships to meritorious students on the basis of their marks.
