There is harly a chance that they consider a second round because usually the first round is the main round as per the counselling sessions .

It depends on the college you have chosen ,if that college has a second round then thats a plus one for you but if they dont they might have some other option as well.Contact them and let then know about the query, they will help you out.

The fees may differ from college to college. But the fees in government colleges are affordable. It will certainly not be more than Rs.50,000 per year in a government college.
