Are you asking for Private colleges?  The counselling will be conducted by the respective counselling authorities & for private colleges you need to apply Indivisually, The admission criteria of private colleges can varies state to state also. If you didn't qualify the exam then you will not be eligible to

DTE Maharashtra will publish the MHT CET 2018 cutoff for each round of the CAP (Centralised Allotment Process) at dtemaharashtra.org. The cut off is released course-wise separately for All India Candidates and Maharashtra candidates. Also, the MHT CET cut off 2018 will be segregated by category and institute.

The only thing for getting admission in pharmacy govt.college is to score high and rank will be better in entrance exam.Other criteria is as same as other colleges.
