Most colleges have entrance exam for b.pharmacy.Students  applying for b.phrma should have 50% in 12 th with physics, chemistry,chemistry and mathematics OR  chemistry or biology

Private colleges dont tend to be cheap because they are unaided and so they keep fees according to their own norms. I would say that private colleges are not the place for you to look for reduced fees.

It is very hard to get a seat in Bpharmacy government collge under HPTU , still you can look for private collges under HPTU.
