The eligibility criteria for UGC NET is passed master's degree in the relevant discipline from a recognized university securing 55% aggregate, there is relaxation of 5% for reserved categories, candidates in the final year of graduation are too eligible to apply, if you're pursuing graduation in MSW then you can appear for social work paper, if you wish to appear for philosophy then it's important to have master's degree in the same subject with the required aggregate against your respective category.

This is dependent on the University you are trying to get admission. For example, in most of the Affiliating university, there are some percentage of seats reserved in MA for the admission of the affiliated college students through the Merit & the remaining seats are filled on the basis of Entrance examination. Yes, you can do two courses at the same time provided that one should be regular and the other should be private or distance learning. But, confirm before taking admission that will you be able to manage both the things at the same time and that too with LLB regular as this is a professional course which requires a lot of hard work and you have to study alot in order to understand the subjects of law. And also, if there will be clash of examinations, then also you will be facing problems. So, check necessary things before you apply.

But, yes surely you can do a distance course and a regular course at the same time.
