If you got overall 7th rank in  BHU PET philosophy exam . So , you easily get admission in main campus of BHU . According to last year cut off of M.A. philosophy ,  you can also get easily hostel accommodation.

Well, I can't say much with confidence as EWS is implimented for the first time.

But after comparing with the past year rank analysis of general and OBC category students, I can say you have a very less chances in getting into the IIT inspite of your EWS quota.

May be environmental engineering from ISM Dhanbhad or Civil from IIT Jammu or Ciivl from IIT Pallakad, can be there but honsetly, I won't advise you because they very less career oppertunities and they have pretty poor alumni base as well!

It seems like you are curious regarding your academic selection of a subject. Both the subjects have different scopes in future and that's not exactly what must drive you for the selection of your subject. B.A. English : A Bachelor's degree in English literature is a degree full of multidimensional prospects. There are several varied fields where you can work based on your language degree. You can go for administrative jobs, teaching jobs, mass-media, etc. The scope of an English undergraduate degree is seemingly higher than Philosophy. 

B.A. Philosophy : The study of philosophy requires one to have logistic and critical analysis of the subject. The ability to understand beyond the ordinary is what makes philosophy interesting . However, the job prospects of the subject are narrow in comparison to English. You can add additional degrees with it e.g. IT, Law, etc. You can go for Civil services as well or even can venture into content writing jobs and counselling jobs.
