Both the colleges are good at there levels, as both are the part of Delhi University. But, if i go by NAAC rankings for du colleges then IP is more better than gargi, in perusing your philosophy honours courses.

Exposure wise both the college are best, and   faculty wise , gargi is more better.

To clear your confusion,, i m providing you separate overview of both the colleges. 

IP:

 the Placement Cell provides really good placement opportunities with companies such as Holidify, Limeroad and also with various Foundations such as Aashman, Asmat-Asmat (NGO) and with Variety of Technology related areas. 

Infrastructure: Infrastructural facilities at this college are Marvelous. Labs and Departmental rooms have been provide to each department. Whereas, quality of Labs is really good.

college is equipped with all facilities, as far as sports are concerned. Exposure wise, college is equipped with all facilities, as far as sports are concerned. There is a swimming pool, gymnasium, BB court, both wooden and synthetic, squash court, tennis court, shooting range, archery setup, 

Gargi college :

Placements are good here. Every year, good companies like Deloitte and KPMG come  with good packages..The placement committee does a good job in organising the meets. The process of placements is also very well organised.

Infrastructure: The infrastructure of the college is really good

The basic eligibility for pursuing this course is that the student should have cleared their graduation from a recognized institute.The students also need to have obtained a minimum of 60% marks in their graduation to study this course in du. Some colleges keep this criterion as just 40%. Admission is strictly based on merit.

For pursuing masters it's it's required for you have a minimum of 50% in you  bacholers of Arts/undergraduate in the most cases and they is 5% relaxation for SC/ST candidates.

If you got overall 7th rank in  BHU PET philosophy exam . So , you easily get admission in main campus of BHU . According to last year cut off of M.A. philosophy ,  you can also get easily hostel accommodation.

Well, I can't say much with confidence as EWS is implimented for the first time.

But after comparing with the past year rank analysis of general and OBC category students, I can say you have a very less chances in getting into the IIT inspite of your EWS quota.

May be environmental engineering from ISM Dhanbhad or Civil from IIT Jammu or Ciivl from IIT Pallakad, can be there but honsetly, I won't advise you because they very less career oppertunities and they have pretty poor alumni base as well!
