To appear in neet examination you need to be eligible for neet examination. That is

Qualifying examination

10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board.

Minimum Age Requirement

17 years as on December 31, 2019.

Hi there.

The NEET elgibilty criteria says that the candidate has to pass in each of Physics, Chemistry and Biology subjects with at least 50% aggregate marks (for general category). You will only be able to write NEET 2020 if you are going to write your improvement exam in 2019.

Yes you are surely eligible for neet 19 as the eligibility criteria for neet 19 states that a candidate must have an aggregate of 50% to apply for neet.
