Have you given any Engineering entrance because to get seat in Govt colleges for engineering, candidate has to clear entrance test.
It depends on the toppers percentile every year but I can give you an idea about that you should have 75 to 80% to be in top 20 percentile.
Both are the good options & the good colleges. but it depends on your interest somewhere if you are interested in for B.tech then you can prefer IT branch in PICT or if you want to go for M.Sc dual programme then you can go for BITs Goa.
