Yes you can apply for neet exam as obc category candidates have to score minimum 40 % to become eligible for neet exam.
You should have to clear cutoff of the obc category to get a good government college .

Neet eligibility criteria says that, to be eligible one must have passed in English and in both the theory and practical of PCB i.e Physics, Chemistry and Biology with at least 50 % in aggregate of PCB ( in theory +practical) in 12th

If you belong to general category than unfortunately you aren't eligible as basic eligibility is to score minimum of 50% marks in class 12 for general category student and for reserved category, it's 40%.

As you haven't scored 50+ in class 12th so it won't be possible to
