sorry but if you fail in 12th physics exam then you can't go further unless you clear your 12th exam , after clearing 12th you may get any private college for bsc in computer science depends on your marks.

No, you are not eligible to apply for NEET because to apply for NEET you are supposed to pass your intermediate i.e., 10+2 or equivalent and even if you fail in one subject which in your physics then you are not eligible to apply for the NEET exam
