For PG diploma in Space science the eligibility criteria is to have a Post Graduation in Science with Graduation in Physics/Electronics as main OR B.E/B.Tech. So to answer your question, you can apply for PG Diploma in space science only after you complete your post graduation with physics

Its not a B.Sc course but its 4 years BS course and admission in IISC is based on KVPY ( kishor vaigyanik protsahan yojna) or IIT-JEE exam. You can apply for these exams and if you will get good rank then you will get admission in IISc.
