There is no such big diffrence in 1st shift and 2nd shift onky the diffrence is if timing and fir the secound cut iff is low you wil get admission im 2nd shift easily as compare to the 1st shift and the faculty and the facilties are totaly same for

PCCOE is a good college. It is a private college estd in 1999.
IICMR is also a private college and estd in 2007.
In some aspects PCCOE is better than IICMR.

As far as placement is concerned, VIT Pune is better with highest package of Rs.33 LPA and average package of Rs.5.31 LPA. Companies that visit are Cognizant, Infotech, Wipro, NVIDIA, Accenture etc. So go for VIT.

With full marks, SGGS, Nanded is better than PCCOE in CSE. And main reason behind it is the placements. As SGGS being the govt. autonomous institute, companies give preference to them most of the time.
