I hope you are doing well. Last year the cut off (MHT CET percentile) for OBC category was as follows in round 2 of MHT CET counselling to get admission in the above mentioned colleges was above 95 percentile.
Considering the previous year cut off you do not have chances to get seat in CSE or IT in the preferred institutes. Cut off may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Yes , it does offers btech programme in mechanical engineering. So, talking about the colleges it's a good college in terms of placements. Like every college it does better in the non core placements but in case of core engineering only selected colleges are good in it. Companies like TVS, vedanta , cognizant,infosys, tcs , wipro, Accenture comes for recruitment. In case of core engineering the average package stays around 2-3L per annum.

Both of these colleges are found to be having a good academic environment and overall faculties. The mechanical branch in both these colleges generate a good amount of abled professionals and skilled workers. Thus, when comparing the academic atmosphere, availability of facilities and skilled faculties both these colleges are of similar standards.
But recently, Cummins have found to be performing slightly better than PCCOE in terms of placement. Even though both these colleges have commendable placement rates, Cummins' placement rate can be credited as better than the other, still at a slight manner.
