If you reappear for your English exam, then you could apply at DU SOL for B.A. Undergraduate course because the eligibility criteria for admission at SOL is passing marks in qualifying exams.

Yes you are eligible for DU for BA (hons) political science with 95% as minimum eligiblity for DU UG course is 50% for general category and 45% for SC /ST
