B.A Political Science honours will help you a lot if you're planning to prepare for UPSC. You can choose your main subject as Political Science in the exam. If you pursue your bachelors degree with Political Science honours, it will help a great deal as most of the concepts will be taught in the class and it will ease your preparation in future.
BA English is also not at all a waste. It will help you with your vocabulary which in turn help you to frame better answers.
But in my opinion, BA Political Science is a better option.

Look, Generally , in regular colleges .. they may restrict some eligibility criteria as the same or relevant subject should be done in graduation level to pursue MA .
But , yes.. in distance Universities the Eligibility criteria is just graduation in any subjects to pursue MA in any specific domain . You can pursue MA pol Sc from some of those universities :

First of all the question you have posted is a bit confusing. But let me try to answer your query.
For Central University Entrance Exam (CUET), one can add upto six domain subjects. Since you've already selected four subjects, you can add two more subjects of your choice.
You have also mentioned DU in your question. In that regard if you want to pursue B.El.Ed course in Delhi University, then this year there is DUET. You can select upto four subjects for this entrance test. While in some colleges, the admission will be merit based.

In UPSC there are many optionals. In that political science and international relations , public administration are two of them. In selecting optional the main criteria should be your interest. Go through the syllabus of both the optionals to know wheather to can read it or not.Then see the which optional as easy material available in the market. Then decide by yourselfs.

Yes, You are right BA Political science is good for future, it is a good subject if you are interested in it. You can go on to do your masters ,followed by PHD. You can write books and do research and many other things that would be of your interest.
However, if you are not interested in political science an studying for the sake of your parents , then the plan will not work out. You can also apply for UPSC exam, and choose political science and international relations as your optional. This help you to prepare for your optional subject while you are still in college.
