There are various private sites that offer notes. On google just search for 'BA LLB 1st semester political science notes' and various sites will be listed which contain question answer type notes, or pdf notes.
I also recommend you to search for it on youtube as many people have uploaded their notes in pdf format or in drive link format in the description of their videos which can be easily downloaded.

There are no entrances for JU to get admission in Arts courses. The Department of International Relations, Jadavpur University offers BA in Political Science course. The intake capacity of the course is 50. The course is a 3 year UG course.
The admission notifications are declared while the results of 10+2 are out as the admission to BA courses are offered through the 10+2 merit and without any entrances.

There is no issue if you've passed your class 12th from any stream. You can easily fetch a seat for political science in the colleges of Delhi University or DU.
The thing that matters the most is the percentage scored in the respective class 12th. Also, you have mentioned that you want to get admission in Hons degree so the percentage should be very good because the cutoff see sky-high.
Since you have not studied political science in your class 12th so there will be a deduction of 2.5-4% marks from the total after that it will be your final score. There will be no issues for you when you take admission to the college.
The marks depend upon the best four marks on the 4 best subjects. It would be great if you had above 90% marks.

Bachelor of Arts (BA) Honours in Political Science is a three-year full-time undergraduate course Offered by Punjab University, Chandigarh.
Eligibility criteria
A person, who has passed Higher Secondary/Intermediate (10+2) any other examination recognized as equivalent thereto, shall be eligible for the course.

The last date to fill in application form is already extended till 31st July and it can be further extended after that also, because this has been the usual norm in the admission process of IGNOU, except certificate/diploma/or semester wise courses, now if you don't have your graduation mark sheet/certificate then you cannot apply for admission as you're required to upload the scanned documents of the same as proof of the last qualifying examination, so if the dates get further extended after 31st July, and you get your certificate then you can apply, else you have to wait out for next session regarding admission.
