Actual you have not mention in which college you want to get admission,sweat is quite difficult to tell whether Hindi would be considered in best four or not. Because each college or each University have some different rules according the best of four.
Like for Saint xaviers college, they calculate your honours subject marks with two, and add best two subjects without language subjects like English Bengali Hindi.
Again for Delhi University, they calculate like this
One language subject (English Bengali Hindi or any other language)
Three best elective subjects
So so in this case Hindi will not be considered in the best of four

Similar to the past trends, you can expect similar cutoffs with an error of +0.5 or -0.5
Keeping in mind the positive error I recommend you to keep trying and not only limit to one college but catch out all the opportunities you have.

Yes of course if you want to pursue Political science honours, then after graduation you can surely apply for post graduation in Political science. Same is applicable for history.
Regarding the courses both courses are good. You can take either of them. Both courses on Political science and History are interesting and many career opportunities. So do whatever suits you.

Aggregate marks of best 4 subjects, out of 400 marks will be considered for short listing of the candidate for admission to B.A courses.

As per CBSE guidelines, a compartment in 3 subjects is considered overall fail and one has to re-appear for the same class again.
So if you are from CBSE board then you have to re-appear for the whole examination again.

sorry to say but if you have failed in three subjects then your overall result will be considered as fail as CBSE boards allow students to appear for compartment exams in only one or two subjects , students who have failed in more than 2 subjects need to repeat the whole year in order to get passed away .
