If your rank in the waiting list for admission in UILS Chandigarh is first, then you seem to have sure shot chances for admission in the Chandigarh campus in the second counselling. Because if we consider previous year trends there are almost always vacancies after the first counselling.

As long as the certificate is authentic it doesn't matter if it is laminated. So it is not an issue. But if you still think there might be an issue, then try contacting the college regarding this.

As till 2019 session, the seats for bpt is filled on the basis of a candidates 10+2 marks + different or separate bpt entrance exams held by different colleges.
