There is absolutely no issue in doing so. If you have done your MBBS Undergraduation from a private college, you can still do your Postgraduation from any college you want. You just need to answer the NEET PG entrance examination and clear the cutoff for your target college

If you have domicile of Haryana, then you can apply for state counselling (85% seats) in Haryana only. If you want to take admission in other states like Maharashtra or any other, then you can apply for AIQ(15% seats). There is no need to apply separately for state counselling
