Of course, you would be eligible for post graduation  and also government exams even if you pursue
graduation private college. Only need is that institutions should be recognised by respective constitutional bodies as this ensures validity of certificate obtained after completion.

Very first thing I would like to clear you is that, as you belongs to Uttarakhand so you are not eligible for admission to Government colleges of UP but you can get admission in private colleges of UP through state quota counselling.

See on such percentile you can hardly get any seat in JOSAA counselling but you have some chances in last round of JOSAA or in CSAB especially in some of the GFTIs. So you should appear in counselling if you are ok with such GFTIs.

See, your score is quite low for admission to any government medical college. Since you've already dropped 2 years, I would suggest you to take admission to other courses like BAMS/BHMS/BSc Veterinary sciences or BPt.

For general category, you should have scored more than 50 percentile in NEET to be eligible for getting seats.

With your score, getting a government College for bds is difficult, although there are chances for you to get government colleges for Physiotherapy course.
