There is no restriction on appearing for any exam. The only criteria that is mentioned for every exam is that the degree should be from a recognized university. If your degree is from a recognized university, you won't face any issue in job or appearing for any exam.

No dear. You can give examination for admission in Pharmacy college. Like Wbjee, jee mains etc. For Bpharm you must give any one entrance examination for admission with PCB or PCM subject in your 12th standard.
But if you want to diploma course then you can join without examination only your PCM or PCB marks.
I understand your concern, but it is very uncertain. The cut off usually increase. However, just like you, there would be many students waiting for the AP EAMCET counselling. many of the students might prefer a government college, they might be sure by looking at the past cut offs on their chances of admissions.
The only thing we can do is wait for the lists to be anounced.

YES you can pursue ECE from a private engineering college. Make sure the college that you choose has a good placement record for ECE and good overall facilities. Usually placements in ECE are good and students can bag their dream packages with their hard work.
