Hi, for being an Junior Engineer in Indian Railways you need to have a Bachelor's Degree in Electrical or Mechanical degree Diploma works too. So, you can either give exams or complete your degree from Distance learning. That way you get to do your job and you get to study as well and get a degree. No, you don't have to give practical exam again if you have passed in them and are satisfied with them in your first attempt year only. Only the subjects that you have failed will have to be given in your next attempt. However if you will apply for all subjects as reappearing since you mentioned that you were not satisfied with your marks, then you may have to give practical again too.

Yes, of course you can appear for December Term End Exam as you said you have already submitted your 2nd year assignment which is compulsory for appearing in TEE, so in case you have some problems for appearing in June TEE which is to commence from next months onwards, you can without any worry fill in the exam form of December TEE, the reason being you have taken admission in 2019 though you haven't mentioned in which session, but your admission remains valid till 2023 January/June (as per the session in which you have taken admission)

I would like to inform you, if you are want to become a District Forest Officer you have to clear the IFS examination conducted by UPSC every year and in order to be eligible for the IFS exam you have to complete your graduation in Agriculture, Horticulture, Animal Husbandry, Veterinary Sciences, Botany, Zoology, Forestry etc.
