As far as my knowledge and research is concerned, I dont think this is possible
you will most certainly have to give entrance exam for which ever course you are trying to enter
And the counselling sessions will commence once the preceeding factors are set into place

There are two ways to join PSG TECH, Through Anna University Counselling, provided you have good cut-off marks. During counselling, there is two type of seats available for PSG Tech. One with Government Sponsored Seat, the other one not sponsored by Government.
196 is good score but which exam?
No it is hard you should give state board exam and retry

If you are from Tamilnadu, you can get in through Anna University Counselling and you should have above 190 PCM cutoff.
If you are from other state, there are 2 options,
1. You can apply using your JEE Mains score
2. You can get in through Management quota

It will be very tough for cbse students to get above 194. I had a 194 and barely got IT at SSN (I later took cse in management quota)
I recommend you to apply for management quota , cbse students have better
