Through GATE exam, every year various PSUs recruits B.Tech graduates , but you have to qualify their required cut offs individually .
For example, as per NTPC 2019 recruitment , cut off for mechanical PWBd was :
41.89 - Percentile and
17332- Rank
There are also other PSUs like ISRO, NPCIL, DRDO etc .

see as per previous years analogy mostly bharat electronics, drdo, bhel, ecil , ntpc, Airport authority of india etc hires for electronics Engineer based on gate score. for general category students if you have scored above of 80 out of 100 in gate you have decent chances for psu calling. however you need to fill the form once recruitment comes. now see cutoff score varies every year, depends on the number of vacancy, gate papers difficulty level. salary structure initially ranges from 40k- 60k depends on the work and organization.

I certainly understand your concern. In your scenario I would suggest you to apply for GATE CSE as a GATE score can help you with job opportunities at private firms and also masters degree at some good colleges in the country(other than IITs/NITs), meanwhile what you can do is upskill yourself through courses and apply for profiles requiring the same.

The application window for PSUs will be as per the schedule specified by each PSUs. Few PSUs start the application process for recruitment through GATE before the GATE Entrance Examination is conducted while few starts the application process after the GATE Entrance Examination is conducted. Firstly, to get into PSU's you need to clear GATE in your respected branch or any related branch. Then an interview will be held to shortlist the candidates. The criteria however, depends on individual PSU's. No ECE is not the only branch that PSU's allow. All core branches are eligible for PSU's. So the cut-off's for every branch also varies.

see public sectors undertaking organization are considered one of the best company for work in India. however companies like indian oil, ongc, bharat heavy electricals, power grid, posoco, BEL, Airport authorities of India hires candidates based on gate score. now see the work position and culture differs as per company regulation and projects. some times you have to relocate at a rural place.
however as per fresher salary at top mncs in India psus pays 3-4 times better and have others benefits like quarter, health insurance, DA etc.
so if you are enthusiastic enough to work for psu, do take GATE exam seriously and prepare for it while at second year of b.tech course.
now coming to cutoff, cutoff score of gate exam varies every year and depends on number of vacancy available in any particular organization.
scoring 90+ marks out of 100 in gate exam you have decent chances for psu calling.

M. Tech in Wireless Communication in BIT Mesra is a 2 year PG program with total fees of INR 4.86 Lakhs.

See if you clear the GATE Electrical paper then obviously you are eligible for the PSU but you need to have satisfy the qualification eligibility as asked by the PSU you are applying in. At this moment, if you search for the basic qualifications of most of the psu then there are no such eligibility conditions through which you can apply. So its better for you to pursue your MTech in a more broader field and then you can apply for jobs or postitions. Although Mechatronics is a vast subject and there are need of such engineers in different sectors such as Air Force,Aircraft Engineering, Oceanography, Oil and Gas etc. So there are chances for you to get chances in Mechanical Engineering related field of expertise. So its better for you to qualify GATE MECHANICAL than Electrical. That way you may get scope in PSU who have eligibility criteria of Mechanical Engineering.
