Yes you can take psychology after 12th with science.And cut off  totally depends on from  which category belongs as if you belogs from general 97%+ is required for top colleges in DU.

For OBC it is 94%+.

For SC it is 90%+

And for ST it is 88%.

I think they offer online courses, and charge for the certification. The courses are good and boost your knowledge, but they are not sufficient for getting a job. They will surely add up to your certification lists, and is also valuable, but not that much to fetch

Most of the universities have their own common entrance test,and some give admission on the basis of merit list.the minimum eligibility criteria is 55%+ in 12th exams.and also there is a high demand for this course nowadays.
