NIMHANS offers PHD and M.Phil courses in psychology. It does not offer bachelor studies in the subject. For better opportunities, I would suggest you to take up B.Sc in psychology as, job prospects are better in B.Sc courses.

There is no one particular course with commerce and psychology. Although with your subject interests you can pursue a bachelor in Arts where you can choose both psychology and commerce as your subjects in the course and then major in one of them.

No you can not be called a doctor as clinical psychologists are people who have earned a master's degree in clinical psychology. Those with a Master's degree in psychology, cannot use the title "Dr" until they have a Doctorate.
