See, you become IAS via the UPSC entrance exam. Similarly there's entrance exam for becoming KAS. Diploma is a 3 year course and after 2nd PUC you can pursue it but it is not advisable to do diploma after 2nd PUC. Diploma is better done after 10th.
So after 2nd PUC you should go for engineering course as that will be a better option.

Yes, you can do Diploma Polytechnic Computer science and Engineering after your 12th standard . The students who have completed 12th standard or two years ITI course from any recognised board are eligible to get direct admission in second year of Diploma course .

Student has to do the both year of courses  or 12th standard course in regular mode not in correspondence course after completing the the first year of PUC science in regular course student cannot  get admission in  correspondence course in India.
