In order to appear for NEET, candidates need to fulfill the following criteria:
Attained 17 years age by 31st December of appearing year,
Passed or appearing 10+2 from a recognized board with Physics, Chemistry, Biology/Biotechnology and English as core subjects, those having Biology as an additional are also eligible

There is no connection with your PUC marks and also the KCET marks. The cutoff for KCET is 50% of 180 which is 90 marks . So i will provide more details in relation to KCET:
You can pursue your 12th again. From a different College or NIOS as well. But then it will be a period of a year that you will be spending on studying 12th again. If that is ok with you, you can absolutely appear for your 12th either from the same

You can pursue Bcom with CA after completing 2 PUC. You will have to appear an entrance exam called common proficiency test ( CPT).

As your percentage is very low and you haven't specified your preference of degree you want to persue. The college will be depending upon your course you are looking for.But you cant think about the top colleges but a decent college you can get admission.
