See it's very difficult to predict the exact cut-offs as of now as they keep changing every year according to different factors like no. of students appeared in the exam, papee difficulty,seat matrix and overall performance of the students that year . But we can have a rough idea of your chances of getting a government medical seat based on last year cut-offs because in 2021 also ,cut-offs are expected to be somewhat similar to last year's.
So ,in 2020 the closing AIR in Punjab through the state quota counselling for SC category was 134533 and the cut-off marks were 447 . Hence it seems a bit difficult for you to get a government medical seat through State quota counselling .
It is advisable that you do participate in your state's counselling once it commences but if you are thinking of taking a drop ,go ahead and start your preparation as there's not much time left for NEET 2022 . There's a high probability that it'll happen in May itself .

Thapar Institute of Engineering and Technology(TIET) formerly known as Thapar University holds Councelling of its BTech seats in two mode. First mode is based on XII PCM Percentage and other is Based on JEE Mains. Ony the vacant seats will be allocated via JEE Mains. Till now, the admission based on JEE Mains is yet to held. This cutoff is for students from outside of Punjab in Round 3 . Since you have got 93.69 percentile, you had good chances to be in Thapar Institute of Engineering and Technology.
