Since you did not mention any category, I will assume general category nor did you mention any branch so I will give you an average rank to get an admission into PEC, which is 25,500 approx. as per 2019

You have not mentioned that yo have appeared for First counselling or not. If you have not applied in the first round of counselling then you cannot apply directly in the second round.

1- If a student gets a seat in first round, then only he can apply

You need to mention your category. If you belong to unreserved category it's impossible to get any seat thorough NEET. As neet cutoff for general category is 147. Now if you can contact for management quota seat it could be possible.
