Along with this, the Candidates who hold the domicile of Delhi also can participate in 85% State Counselling.

No there is no management quota in tier one colleges. The admission are done solely on the basis of your CAT score. You could expect backdoor entry in come of the tier two colleges and below but for tier one its a big no.
