NIT surathkal is one of the top institutes in india and the cutoff is really High,with 115 marks it really tough to get a good rank even under state qouta, if you belong to some reserved category then you may get any branch like metallurgical, mining or civil

BITS pilani or goa or hyderabad do not have any quotas or reservations as such, the admission will happen only on the basis of marks and ranks in  BITSAT , an entrance exam conducted by BITS itself for various courses they offer.

Well I would like to tell you that you being a American citizen has to apply under international quota for admission in medical colleges. Getting admission in government ones are quite difficult because the seats are way too less for admission.
