NIT surathkal is one of the top institutes in india and the cutoff is really High,with 115 marks it really tough to get a good rank even under state qouta, if you belong to some reserved category then you may get any branch like metallurgical, mining or civil

For all india quota you need to register yourself for neet counselling, once the results are out. The seats available for all india quota is 15 % of the total all india seats.
In case of Punjab , you need to register for counselling in punjab's counseling for medical Colleges.

It depends from year-to-year. Last year, about 17000 to 18000 students filled the form, and about 13000 appeared for the exam. The numbers tend to stay the same or increase by a little each year.

Hi,

Well I would like to tell you that you being a American citizen has to apply under international quota for admission in medical colleges. Getting admission in government ones are quite difficult because the seats are way too less for admission.

Yes there is a separate examination for admission to veterinary colleges. Veterinary Council of India conducts an 'All India Pre Veterinary Test ', AIPVT for admission to BVSc (Bachelor of Veterinary Science) and AH (Animal Husbandry) degree courses. This exam is held in the month of May each year.
