If you have passed your 12th from any school of Delhi under any board the you are eligible for the Delhi 85% state quota seat for the NEET counselling. You can use the EWS certificate from Jharkhand as a category proof and there are no issue of problems regarding that.

To participate in both counsellings you have to register yourself for both separately. As the All India counselling is conducted by MCC where the state quota counselling is conducted by the state authorities, say for Gujarat it is organised by ACPUGMEC where students will register themselves at medadmgujarat.org
Five percent (5%) seats of the total seats for Maharashtra candidates coming under CAP per course shall be reserved for Children of ex- service personnel who are Domiciled in Maharashtra State (DEF-1), Children of active service personnel who are Domiciled in Maharashtra State (DEF-2), Children of active service personnel (DEF-3)
