In the time of counselling, As there are only 85% state quota seats (for any 1 state ) available at the time of counselling. Moreover while at the time of admission, you have to submit the domicile certificate and you can have the domicile certificate of any one state.
Yes, many private medical colleges in Maharashtra have less fee for SC category as compared to other categories. Here is a list-
